TAXES
Property Tax

Real property assessments are determined by use of the property. Appraised or
use value is multiplied by the percentage to determine the assessed value. Next,
the assessed value is multiplied by the current year millage to determine the
tax dollar. For example, in 2003, a $60,000 home (owner-occupied) would be
assessed $2,400 for tax purposes, $2,400 x 214.1= $513.84. If located within
city limits calculation of city tax is the same as the county except millage
rates are different for various cities.

Tax Credits
State Property Tax Relief Fund – Applies to personal, owner-occupied legal
resident 4% property. This exempts up to $100,000 appraised value from county
school operations tax. The current school operation millage for tax relief is
81.8 from the 1995 tax base. The school operation millage for tax relief is
subject to change.
Homestead Exemption – For county and city tax, the State exempts the first
$50,000 of the fair market value of the dwelling place of qualified persons. An
applicant must be 65 year of age or DECLARED totally and permanently disabled by
a state or federal agency on or before December 31, preceding the tax year in
which the exemption is claimed. Also requires one complete year residency in the
state on or before December 31, preceding the tax year in which the exemption is
claimed. Application should be made on or before July 15 of the tax year in
which the exemption is claimed. For more information contact the Auditor’s

Personal Property Tax – Includes vehicles, campers, motorcycles, watercraft and
motors, aircraft and business personal property. These taxes are assessed by the
Aiken County Auditor’s Office.
Senior Exemption – Senior citizens do not have to pay 1% of the state’s 5% sales
tax on items including food and services, telephone, and electricity. Those
older than 85 also do not have to pay 1% of the state’s 7% accommodations tax on
hotel rooms, room services, and admissions to amusement and other parks.
TAXES ARE DUE ON OR BEFORE
JANUARY 15TH - A penalty is
charged after January 15, after February 1st and after March 16th. The taxes
become delinquent March 17th. The Tax collector will then apply additional costs
for collection of taxes. This includes real estate, watercraft and motors,
aircraft and business personal property. (Excludes vehicle, camper, motor home
and motorcycle tax.)

For beginning service, a deposit will be required unless a letter of credit is
accepted from another utility reflecting the last 12 months or a satisfactory
credit check is done. Deposits are returned upon request after one year of
service with no late payments. A $10 membership fee is required on both rental
and purchased property. Membership fees are non-refundable until you no longer
receive electric service from the Cooperative. Required identification is a
Social Security number and a driver’s license or picture identification.

For beginning service, either a $150 deposit or an acceptable letter of credit
is required. An acceptable letter of credit shows no late payments for the last
12 months of service with a previous utility company. If a deposit is required,
the deposit plus interest will be credited to a customer’s account after paying
their bill on time consecutively for 12 months. Applications can be made by
telephone. A Social Security number and a valid driver’s license are required
identification when applying for service. If gas is to be turned on, a
responsible person must be at home; if the electric service is required when no
one is at home, the main circuit breaker must be off. For additional programs

To register to vote, you must be a U.S. citizen, at least 18 years of age by
election day to register and show proof of residency, such as a driver’s license
or utility bill. You must register 30 days prior to the election in which you
wish to vote.

Driver’s License: Newcomers
have 90 days after establishing residency to apply for a driver’s license. With
a valid-out-of-state driver’s license, only an eye exam or statement of visual
acuity from an eye specialist is required. A license costs $12.50 and is good
for five years. Military personal may operate on a valid driver’s license from
their home state.
Tags/Registration: Newcomers
have 45 days after establishing residency to purchase South Carolina tags. To
purchase tags, you will need to fill out Form 400, available from any Division
of Motor Vehicles office. Before getting your tag, you will need to pay the
property tax on the vehicle at your local tax office.
